Sivir and Poppy are both threatening unleveled, and can easily close out games once they've leveled up. If you have them both, Sivir can reapply Poppy's Impact buff to the rest of the board again, ending the game on the spot.

Cheap create cards allow for easy activation of Tenor of Terror and Hidden Pathways. Also, Hungry Owlcats are pretty resilient to removal, so it's easy to maintain a board for Poppy to buff.

The landmark aggro package has proven itself already in Shurima Overwhelm, and it slides pretty easily into this list.
